Biography

“My firm belief is that the environment and business always work together,” says Andrew Young, “and I’ve developed some novel ways of marrying the two.” As an environmental economist, Andrew draws on extensive experience in consulting, planning, operations, and business development.

Andrew arrived in Singapore in 1994, and in 1996 he joined a property developer as part of a team planning and developing a huge resort/industrial complex. In less than four years, Andrew helped build ferry terminals, power stations, reservoirs, 30 km of roads, a township housing 7,000 people, five hotels, five golf courses and several villa developments.

“We had about 30,000 construction workers at one stage,” says Andrew. The biggest challenge? “There is limited enforcement of environmental regulations in Indonesia, and we were dealing with locals who had no feeling for the environment – and we intended to inhabit the island for the next 100 years.” Andrew made sure the right number of trees were saved; produced a book on indigenous plants for the landscape architects; catalogued species in the coral reefs along the coastline; prevented erosion that would impact those reefs; and even convinced local fishermen to stop bombing the reefs. “If you go to the resort now, the waters are pristine and the reefs are intact,” he says, “and fish numbers are increasing.”

When the resort was built, Andrew was made Head of Environment & Health Division of Bintan, one of his responsibilities was controlling malaria. “The quick fix is to spray chemicals, but killing mosquitoes kills everything else,” he says. “The birds have nothing to eat, and so on.” Andrew’s program involved testing for specific species of malaria-carrying mosquitoes; DNA-screening the human population to treat carriers (a completely new tool that has since been adopted elsewhere); inoculating mosquito breeding ponds with coconut-cultured bacteria that kills mosquito larvae; and supplying plenty of guppy and dragonfly predators.

“This is an environmental system, so you have to put all the bits together,” Andrew says. After three years, he’d worked himself out of a job.

Now longing for civilization again, Andrew moved back to Singapore in 2001, where he tackled major waste management and project development jobs. During the last five years he has accumulated extensive experience in the chemical and oil & gas sectors.

“It’s a small world out here,” he says, “and I’m very well embedded in the Asian infrastructure. Dealing with local authorities, understanding the government and the regulations is key to any deal going through – and it’s also key to projecting the impact five or 10 years down the road.”

Andrew and his wife Karen have two small children, Freja (2) and Molly (1).

Work Experience Highlights:

Consultancy projects (2001 to present):

  • Sustainability-based planning projects, impact assessments, environmental management and monitoring plans, and regulatory submissions throughout South-East Asia.
  • Projects range from major infrastructure developments to waste disposal facilities, power stations and numerous industrial facilities in various sectors.

SembCorp Waste Management: Assistant Director, Technical & Business Development for Asia’s largest waste management company (2001-2002)

  • Technical input into strategic developments, including alternative waste collection and disposal methods; Singapore’s first automated Materials Recovery Facility, a JV with Visy Recycling of Australia; and the company’s pilot recyclable collection scheme for 500,000 households.
  • Technical evaluation of new technologies, including due diligence for acquisition of companies and their technologies.
  • Technical input into the company’s expansion plans throughout Asia.

Bintan Resort Development Corporation, Head of Environment & Health Division, Indonesia (1998 -2001)

  • Bintan Resorts is the master developer and utility operator of a 23,000 hectare integrated resort development in Bintan, Indonesia that attracts 400,000 international guests annually and employs 7,500 staff.
  • Developed and managed four departments with 100 staff, overseeing waste management, vector (malaria) control, operating a medical clinic for tourists and employees, and auditing all resort infrastructure for EHS compliance.
  • Developed a systematic solid and liquid waste management program and reduced the incidence of malaria by 90%.

Bintan Resort Development Corporation, Environmental Specialist, Singapore (1996-1998)

  • Responsible for environmental issues related to the sustainable planning, development and operations of the Resort and related infrastructure.
  • Managed regulatory documentation and worked with environmental consultants, site planners, architects, civil and structural engineers, designers, contractors and resort operators to ensure EHS goals were met.
  • Audited construction and operations for compliance, including power and water supply infrastructure, waste disposal facilities and various resort and housing developments.
  • Acted as the main liaison with Indonesian Environmental Authorities to gain planning approvals.

Regional Institute of Environmental Technology, Project Coordinator, Singapore (1994-1996)

  • RIET is a joint-venture between the European Commission and Singapore Government that assists European environmental technology suppliers with expanding into Asia.
  • Acted as Project Coordinator responsible for coordination of many European Commission-funded projects in the region.
  • Built environmental market databases and completed related as a consultant for paying clients.
