Ray brings to Pilko over forty years of domestic/international energy industry executive leadership and management experience. His career includes director, senior management and engineering positions with Lockheed California Company, Getty Oil Company, Texaco Oil Company and over ten years as an executive management consultant. He has extensive knowledge of domestic/ international E&P operations, divestitures, acquisitions, reorganizations, public relations and government affairs.
Biography
His practical leadership and management style was developed while working on the family’s ranch, in his father’s welding business, in oil fields, at missile launch sites and in an aircraft R&D test facility. Hands-on experience and California State Polytechnic University’s “Learn by Doing” educational focus are the foundation of Ray’s “Back to the Basics” philosophy of life. His strength is utilizing his diverse experience and knowledge to simplify complex problems while providing practical and sustainable solutions.
Experience
United States:
Managed regional, division and area E&P onshore/offshore operations in California, Illinois, Oklahoma and Texas which included conventional and non-conventional heavy/light oil and sweet/sour gas production with responsibility for assets, reservoir, drilling, facilities, production, finance, EHS, information systems, HR, litigation, public relations and government/regulatory affairs technical staffs. Managed field operations with union and non-union work forces.
Coordinated Texaco’s participation in Rocky Mountain Oil and Gas Association board of directors/committees; and, American Petroleum Institute (API) General Committee, Executive Committee on Drilling and Production Practices, Executive Committee on Environmental Conservation. Chaired API Underground Injection Control Issue Group. Represented industry to EPA, DOE, OMB and other federal/state agencies. Served as a Director for the U.S. Ground Water Protection Council and President/Director of the El Capitan Municipal Water District.
Led numerous due diligence, merger/acquisition, transactions and operational excellence projects for executive management of financial/legal institutions and buyers/sellers. Responsive and straight forward evaluations have added substantial value for negotiations/transactions involving E&P operating, service and recycling companies; properties, plants and transmission system; and, marine facilities and vessels.
Coordinated bioterrorism preparedness program for the fire, police and highway patrol /DOT agencies in North Carolina.
Canada:
Managed due diligence and global governance projects for Canadian oil and gas companies operating onshore/offshore in Canada, Malaysia, Vietnam, UK, USA and Norway. Advised executive managements on operational excellence, reorganizations and conducted leadership mentoring.
China:
Kazakhstan:
Resolved intercasing pressure and gas injection issues for the Karachaganak Integrated Organization’s (Agip, British Gas, Chevron and Lukoil) multi-billion-dollar high-pressure/sour gas injection construction project. Developed and maintained superior relationships with the Kazakhstan officials/agencies and promoted new regulations incorporating international standards for high-pressure gas injection. Designed and secured the Republic of Kazakhstan’s approval of a new intercasing pressure program which included authorization of continued production and gas injection.
West Africa:
Served as Director of Texaco’s joint venture onshore/offshore E&P operations in the Niger Delta of Nigeria (Texaco, Chevron and Nigerian National Petroleum Corporation) having responsibility for local, state and federal government and all operating issues. Annual budget of $400MM for the drilling, production, facilities, materials, aviation, marine tankering/supply, base and housing functions. Successfully resolved numerous hostile platform takeovers and hostage situations through strong negotiations with local leaders/communities and state/federal government agencies.
Additional projects have involved West Africa asset evaluations, methodologies and business practices for E&P and marine tanker/supply vessel companies.
Ray enjoys construction projects, golfing, long range cruising/sailing and travel.
