Biography
Asked to describe himself, Fred recalls a long-term client saying: “I sleep better at night because I know you are carrying my problem just as intensely as I am.” Fred comments, “Achieving effective solutions and outcomes requires excellence in service and delivery.” Fred has been finding effective outcomes for Pilko clients for nearly 20 years.
Fred grew up in the Finger Lakes region of New York. On graduation from college he left New York for Pennsylvania, going to work for BP as environmental coordinator at their Marcus Hook Refinery. Five years later, he moved across the borough to Sunoco’s Marcus Hook Refinery. At 29, he returned to SOHIO, running the company’s first-generation corporate internal environmental audit program. The audit program took Fred from Alaska to the Gulf of Mexico, into western copper operations and eastern coal mines, downstream petroleum and chemicals, and industrial refractories and ceramics. Four years later, Fred joined Pilko.
In his nearly 20 years with the firm, Fred has tackled nearly every type of consulting project. “I have a sufficiently broad and deep background to participate in many service areas, both at a high executive level and in the details.” Fred has led many of Pilko’s major assignments in acquisitions and divestitures, corporate governance and planning, management systems, and enforcement defense.
Away from work, Fred enjoys downtime with his wife and two sons. When time permits, they enjoy escaping to the Jersey shore for a change of pace and venue.

Co-facilitated the development of integrated EH&S management systems for two diversified energy companies using cross-functional client teams.
Conducted evaluations of EH&S compliance management systems for two diversified publicly held energy companies.
Evaluated the effectiveness of the EH&S governance processes for an international chemical manufacturer.
Assisted refining and chemical clients' responding to enforcement initiatives by developing defense strategies to multi-media investigations and responses to formal information requests under most of the environmental statues.
Conducted strategic EH&S planning assignments for an international personal care/house hold products company and international chemical manufacturer which led to significant shifts in organizational priorities and processes.
Led a three year, seven client (Fortune 100) Cooperative BenchmarkingSM process targeting EH&S performance and the factors which drive performance.
Prior Experience
BP Marcus Hook Refinery and Sunoco Marcus Hook Refinery: Worked with refinery management to develop and implement regulatory compliance programs, secure permits, reduce emissions and wastes, and act as liaison to regulatory agencies.
SOHIO: Manager of Health, Safety and Environmental Quality Review (Audit) Programs for the Standard Oil Company in Cleveland, Ohio. Handled the Company's Environmental Review Program through its start-up, implementation, and expansion to include occupational health, industrial hygiene, product safety, and personnel safety. Conducted acquisition and sensitive-issue investigations and was responsible for reporting company performance on key EHS issues to senior management.
