Jeff Fletcher


Jeff Fletcher joins Pilko with 33 years’ experience in the oil industry. Jeff recently retired from Valero, Texas City, as Maintenance Director where he was accountable for Routine Maintenance, Turnarounds and the Rotating Equipment discipline, reporting directly to the Refinery Manager.  In this role, he managed approximately $54M budget within 1%; led approx. 250 employees daily (excluding turnarounds); developed a site-wide business improvement plan focused on HSE, fixed cost, reliability, margin generation and organizational effectiveness; achieved/exceeded corporate targets for routine maintenance overtime, PM compliance, schedule compliance and attainment as well as planning accuracy.  Before that, Jeff was Site Operations Excellence Manager at Valero Texas City, where he led a $150M Alky rebuild following a significant fire; developed process for communication within Operations from Shift change to after site-wide meeting; and developed Site Freeze Protection process and support procedures.

Earlier, Jeff held management positions at Phillips 66 including Site Production Manager at the Ferndale, WA facility responsible for over 450 Phillips 66 and contract employees and accountable for operations, producing propane, butane, gasoline, diesel, and hydrocarbon bottoms; beat the operations expense budget of over $100M by 10%; improved clean product yield by 2%; and led the operations preparation for shutdown, safe work permitting and startup of the 2017 site-wide $100M turnaround.

Jeff was Manager Workforce Development-Contingency Planning at Shell Oil in Houston, TX.  Before that, he held several positions at Shell Chemical Co. in Houston, TX and Geismar, LA.

Jeff’s Accomplishments include:

  • Developed business improvement plans focused on HS&E, Reliability, Fixed Costs, Margin Generation and Organizational Effectiveness for six different sites.
  • Developed and implemented the Line Team concept at 2 sites.
  • Successfully deployed the Shell Manufacturing ‘Ways of Working’ processes across five sites.
  • Integrated Shell Chemical site into the Shell Global Manufacturing portfolio.
  • Implemented the Margin Gap to Potential margin reconciliation process within Shell Chemical.
  • Reduced Shell Chemical Geismar costs by 11.5% through job consolidation, fixed cost structure and LEAN.
  • Sponsored process (ESP) to reduce control alarm rate from 2.3 to 1.2 alarms per hour per console.

Jeff received his MBA from Louisiana State University in Baton Rouge, LA and his Bachelor of Science, Mechanical Engineering from University of Alabama, Tuscaloosa, AL.
