Jeff Harris is a seasoned refining and petrochemical executive with 33 years of global leadership experience across seven manufacturing sites and advisory engagements at ten additional facilities. He is widely recognized for enhancing operational reliability, guiding organizations through complex transitions, and strengthening safety and performance‑driven cultures.
Most recently, Jeff served as Vice President and Refinery Manager for Delek US in Tyler, Texas, where he restored organizational morale following COVID‑related disruptions, restructured the site into a more effective operating model, and executed a $130 million turnaround safely, on schedule, and within budget. Prior to joining Delek, he was Operations Manager at the PBF Martinez Refinery in California, supporting the site’s transition following its acquisition from Shell.
Jeff previously spent 28 years with Shell Oil Company in Louisiana, Australia, Texas, Alabama, and California, holding a broad range of leadership roles including General Manager of the Martinez refinery and Production & Maintenance Manager positions in both Mobile, AL and Martinez, CA.
Earlier assignments included global consultancy and integration roles, where he supported sites in the U.S., Canada, Singapore, and Australia and led the integration of major assets following the dissolution of the Motiva joint venture. His technical foundation spans process engineering, safety management, and unit operations across Shell and Motiva’s Louisiana facilities.
Jeff holds a B.S. in Chemical Engineering from North Carolina State University and is a graduate of the Wharton/Shell Global Business Leadership Program. He contributes actively to industry and community organizations, serving on the boards of Junior Achievement of Tyler, the Tyler Area Chamber of Commerce, and the University of Texas at Tyler Chemical Engineering Advisory Board.
