Justin East is a senior HSE and operations leader with 25 years of experience improving safety, reliability, and performance across large, complex refining and petrochemical assets. He brings a strong record of leading high‑hazard operations, strengthening operating discipline, and aligning organizations around safe, efficient, and compliant execution.

At Motiva’s Port Arthur Refinery, Justin held multiple senior leadership roles including Business Team Leader/Operations Manager, Production Excellence Manager, and Environmental Manager. He directed operations for major reforming, power generation, and water treatment assets, leading ~150 personnel and managing an ~$80MM OPEX budget. Justin also delivered injury‑free performance, established new production records, and advanced key initiatives such as Safe Operating Limits (SOL) strategy implementation and strategic environmental compliance that avoided significant capital spend.

Justin previously served a decade in leadership roles at Flint Hills Resources Port Arthur Chemicals, ultimately as Operations Manager overseeing Light Olefins, Cyclohexane, and Utilities operations. Drove improvements in asset utilization, environmental performance, and regulatory compliance, including enhanced LDAR, BWON, and flare programs negotiated through a consent decree. He strengthened community and regulatory relationships while enabling safe processing of new feedstocks and improving site margin capture.

Earlier career roles at Lucite International and the Texas Commission on Environmental Quality, he provided deep grounding in environmental compliance, permitting, and emergency response across industrial and public-sector environments.

Justin holds a B.S. in Industrial Technology. He is recognized for disciplined leadership, strong stakeholder alignment, and the ability to elevate operational performance while reducing risk across complex manufacturing systems.
